The Director’s Community Leadership Award was formally created in 1990 as a way to honor individuals and organizations for their efforts in combating crime, terrorism, drugs, and violence in America. Recipients of this award are nominated by each of the FBI’s 56 field offices and are recognized for their service above and beyond the call of duty to help keep America and its residents safe.

Mr. Donovan is the senior vice president for Beacon Capital and is based in Northern Virginia, where he is responsible for Beacon’s building security and emergency preparedness efforts. In his role, Mr. Donovan has worked to help create strong liaison partnerships between private sector companies, the FBI, and the Department of Homeland Security (DHS) by being a driving force behind and a creator of a network in the Washington, D.C. region called Touchstone.

Through his involvement in outreach to the FBI on behalf of private sector businesses, Mr. Donovan has drawn on his valuable experience to help the FBI assemble a group of executives from key stakeholders whose goal it is to keep our communities and neighborhoods safe. This Touchstone network allows for the sharing and receiving of valuable information, which has made a significant impact on security awareness of private facilities in the Washington, D.C. region and the nation.

In addition to sharing extensive insight and reach to the business community, through Touchstone Mr. Donovan has significantly impacted how the FBI communicates information to our private sector business partners by drawing on his own knowledge of the business community and coordinating mutually beneficial agenda topics for private and public sectors. These topics have been the impetus for table top sessions with private sector representatives during which vulnerable neighborhoods discuss threats, threat mitigation, and encourage valuable networking with the FBI. Mr. Donovan’s dedication to strengthen these new and enhanced relationships through Touchstone has been a model for the FBI and DHS to use in other cities across the country.

Mr. Donovan will attend a formal ceremony in April 2014 at FBI Headquarters, where he, along with recipients from across the country, will be presented with the award by FBI Director James B. Comey.
