2008 Director’s Community Leadership Awards

San Diego Bruce Churchill
Senior Project Manager
Director Mueller and Bruce Churchill

Mr. Bruce Churchill is a Senior Project Manager for Delcan’s Emergency Transportation Operations Division. He recently completed the development of a Regional Communications Plan for the San Diego Association of Governments and an Emergency Response Plan for extended freeway closures in the Coachella Valley in Riverside County. He also supports the San Diego Intermodal Transportation Management System (IMTMS), a consortium of projects designed to integrate multi-modal transportation management and public safety centers in the San Diego Region.

Mr. Churchill has been an InfraGard member and has served on the InfraGard San Diego Members Alliance Board of Directors since September 2005, both as secretary and as president. He is the Project Director for the Homeland Security & Public Safety Forum of the Intelligent Transportation Society of America and a member of the IEEE Incident Management Working Group that developed incident management message standards for transportation, law enforcement, and HAZMAT.

Mr. Churchill has consistently paved the way in educating the San Diego community about the InfraGard program, which helps explain the exponential membership growth of the local chapter. He specifically reached out to the professors in the Homeland Security masters program and, they have publicized the InfraGard program among local colleges and universities. Moreover, Bruce is proactive in working with the San Diego InfraGard program in coordinating liaison efforts with other local organizations in planning how to protect San Diego from terrorism and violent crime.

FBI Director Recognizes

In a ceremony at FBI Headquarters, Director Robert S. Mueller, III recognized the recipients of the 2008 Director’s Community Leadership Award. These leaders, selected by their area FBI field office, have demonstrated outstanding contributions to their local communities through service. The FBI is grateful for the work of each of these individuals and organizations on behalf of their communities.

“Whatever the motivation—an unfilled need, a tragic occurrence, a desire to give back—these are people who make things happen and enlist others in their cause,” said Director Mueller. “They are activists who have earned their prestige through good works.”
